Its storyline is not dissimilar to Suspect; vagrant framed for murder by authority figure. Whereas in Suspect Quaid was the besuited prosecutor, here he's the hirsute accused. As a Quaid fan, it's unusual to see Dennis in a role where his acting ability is allowed to shine over his looks (he only appears shorn and washed for about 10 minutes at the end of the movie). He is a supporting player however, with Jim Belushi and Tupac Shakur in the leading 'buddy' roles. Shakur's sixth and final film (this was released posthumously), he and Belushi play two corrupt cops operating under the strict code of loyalty documented in countless movies previously. They sell impounded drugs to dealers, kill the dealer and then pocket the money and replace the evidence. When they're assigned to solve a murder they committed they file it under 'gang related'. It turns out, however, that the victim was an undercover DEA agent and they hit upon the idea of framing tramp 'Joe Doe' (Quaid). A fairly 'street' script and engaging performances underpinned by gallows humour just about ensures that this rises above TV movie status. The final scene, in which sweet justice is exacted on the villain of the piece brings the story to a satisfying conclusion.
